Our dog never used to be bothered by anything, he was a laid back rescue dog when we first got him 8 month ago
but lately if a cyclist rides past our garden gates he goes mad barking chasing up and down the garden and not listening to a word i say.
Which is really annoying when i am trying to get him into the house to stop him.

Dogs behave this way because they want to chase or feel threatened, but are frustrated by the fence and so this leads to aggression. You can help refocus their attention by using enticing treats, games or toys and redirect them before they have the chance to get to the fence. Reward them for attention immediately.
When our dog misbehaves, and goes on a barking rant.
We use this spray can, which is basically just air, but makes a loud noise which interrupts them in the middle of the barking. They stop you shout ‘No!’ and then reward with clicker device if they obey.
You just need some sort of loud noise which which will give them a shock and distract them, so you can get a word in!

It sounds to me like he may have been teased by the local kids.
Can you sit outside with him when this is happening with him on a lead? Every time a cyclist goes get his attention and have lots of treats with you – high value ones. As soon as you have his attention give him a treat, when he ignores them give him a treat. You need to disensatize him to them.
Also as its a new behaviour it might be an idea to get him checked by a vet, especially his eye sight.
