It may take months or years for problems to develop so you can never be sure. This is true for any dog, not just puppy mill pups. the problem with puppy mill pups is that they may end up with numerous problems throughout their entire life, and this could lead to large vet bills. Once one problem is solved and treated, another one may pop up.
It all depends on the pup.
Go to the animal shelter if you want to rescue a puppy.
