I have looked on the web and there is nothing only in the USA the RSPCA want to be called but the child is scared and I don’t blame him/her as the family are very bad indeed.

Maybe you can send an anonymous letter to the RSPCA
If you report this to the RSPCA they will investigate it. Give them as many details as possible. You do not have to leave your details with them, though it would help if you did.
